Ohio does not have one gambling age. It has two, and which one applies depends on the product rather than the building. An 18-year-old can buy a Keno ticket in Columbus and bet a trifecta at Scioto Downs, but cannot step onto the video lottery floor a few yards away or place a sports bet on the same phone. Here is the split, product by product.

What an 18-year-old in Ohio can do today

  • Ohio Lottery. Draw games, scratch-offs and Keno are 18. State lottery rules bar retailers from selling a ticket to anyone under eighteen.
  • Horse racing. Pari-mutuel wagering is 18 under Ohio State Racing Commission rules. That covers the racing side of all seven racinos, live and simulcast.
  • Fantasy contests. House Bill 132 put daily fantasy under the Ohio Casino Control Commission (OCCC) and requires operators to keep out anyone under 18. Individual operators may set it higher in their own terms.
  • Sweepstakes casinos. 18 at some operators, 21 at others. More below, because this is the part that shifted in 2026.

What changes at 21

Everything that looks like a casino, and everything that looks like a sportsbook.

  • Casino floors. The four commercial casinos are regulated by the OCCC, and nobody under 21 is allowed in the gaming areas.
  • Racino floors. The video lottery terminals at the seven racinos sit under the Ohio Lottery Commission, not the OCCC. Lottery Commission rules make letting anyone under 21 play a VLT, or collect a VLT prize, grounds for suspending the venue's licence.
  • Sports betting. HB 29, signed in December 2021, brought licensed sportsbooks to Ohio; they launched on January 1, 2023. Bettors must be 21 and physically inside Ohio, on an app, at a retail sportsbook or at a lottery kiosk in a bar.

Ohio's eleven venues, by type

The four commercial casinos, all 21 to enter the floor: Hard Rock Casino Cincinnati, Hollywood Casino Columbus, Hollywood Casino Toledo and JACK Cleveland Casino.

The seven racinos, where two ages apply under one roof: Northfield Park Racino, JACK Thistledown Racino in North Randall, Miami Valley Gaming outside Lebanon, Hollywood Gaming at Dayton Raceway, Hollywood Gaming at Mahoning Valley Race Course in Austintown, Belterra Park in Cincinnati and Eldorado Gaming Scioto Downs in Columbus. At each, an 18-year-old can bet the races from the grandstand or simulcast area but is carded away from the VLT floor until 21.

Where sweepstakes casinos fit

Ohio has not licensed online casinos. What Ohioans play online instead are sweepstakes casinos, which run on a promotional sweepstakes model: no purchase is necessary, a free entry route is mandatory, and prizes are won with sweeps coins rather than wagered cash.

No Ohio statute sets a specific age for them, so the number comes from each operator's own terms, and in 2026 those terms disagree. Chino and WOW Vegas set the floor at 18. Pulsz, McLuck and High 5 Casino all state 21, and several of the largest operators have moved from 18 to 21 over the past year. ID and verification, product by product

  • Casinos and racinos check government photo ID at the floor entrance or when you are carded at a machine. Racinos card at the VLT floor rather than the building, which is how the two-age setup works in practice.
  • Sportsbook apps verify name, date of birth, address and usually the last four digits of a Social Security number at signup, with an ID upload if that fails. Geolocation runs on every bet.
  • Lottery retailers can ask for ID at the counter; larger prize claims need identification on a claim form.
  • Sweepstakes casinos take a date of birth at signup and run full identity checks before the first redemption: photo ID, often a selfie, sometimes proof of address. Below the operator's floor, the check fails and nothing is paid.
